Maybe the 150 year old Social Security reipients are just a result of a NULL value defaulting to the start date used by COBOL?

The software I support can list NULL dates as the beginning of an epoch starting in 1970, 1960, or 1900 depending on the module as it's kind of a mish-mash of different products rolled into one.

You may be correct on some of this grift hammerhead. Inefficiencies, unqualified workers, unqualified inadequate supervision, archaic IT systems it all adds up. This opened my eyes to your point: some of the enormous waste and theft may just be old computers. Maybe it’s not all caused by people stealing money. It all adds up to a system easy to grift though. We need a complete audit
